The Privatization–Socialization Interchange

Equal treatment is what makes movement possible. When public and private play by the same rules, a jurisdiction can move a service either way — toward the market or toward the common good.

Because public and private enterprises are held to the same rules, a jurisdiction can shift a service between them as circumstances change — privatizing what the market serves best, socializing what the common good requires.
